The Building Safety Act
The Building Safety Act 2022 was introduced in response to the failures in building safety that led to the Grenfell Tower tragedy. It is the most significant change in safety regulation in recent years.
The Act introduced a new three stage gateway regime, providing the construction industry with a clear, proportionate framework to deliver safer, higher-quality homes.
Any building work carried out, particularly on high rise properties must now follow the gateway process, with safety checks at each stage.

What you need to know
The act now holds High Risk Building (HRB) owners responsible for the safety of their buildings, with an Accountable Person maintaining its safety throughout its life.
This means local authorities and housing associations with social housing stock, as well as university estate directors with high rise student accommodation, are culpable for the safety of tenants.
A golden thread of detailed safety records must also be kept from the start of work, through the building’s lifespan.
For any work carried out, the three-stage gateway process comprises:
- PlanningBefore planning permission is given, a fire safety statement must be submitted to prove that the building will meet safety standards.
- Design & ConstructionBefore work can begin, more detailed plans must be submitted to the Building Safety Regulator, including structural safety, fire safety, and management of the building.
- CompletionOn project completion, documents must be submitted to the regulator to prove that work has been completed in accordance with Building Regulations and approved details, and to confirm the building is safe for residents. Once final checks are done, a Completion Certificate will be issued, and the project is complete.
Sharing best practice
In response to the Act, Equans partnered with Build UK members to develop an Awareness Course for built environment professionals.
This was officially launched through the CIOB (Chartered Institute of Building) in November 2023 and offers a comprehensive eLearning course via the CIOB Academy.
The 90-minute online course is structured around four key areas, including an introduction to the Building Safety Act 2022, Building Safety Act legislation, roles and scope, and the ‘golden thread’.
