Overview
HMCTS, part of the Ministry of Justice, is responsible for around 350 courts in the UK, and emits 60,000 tonnes of CO2e annually. In May 2020, to stimulate the post COVID economic recovery and to meet their Zero Carbon ambition, the UK Government announced £142m for digital upgrades, maintenance and sustainability projects to around 100 court rooms as well as works in prisons and youth offender facilities.
HMCTS has confirmed they are looking to spend c£40m on Zero Carbon Projects and a further £55m on back log Capital Works Projects; which all needs to be spent prior to 31st March 2021.
Before making any significant investment, a period of planning and programme development has commenced, to start looking at packaging up and identifying the works.
Our work
Our Integrated Offer
We are working closely with the customer to delivery facilities services across their estate, assist in the future decarbonisation of heat, bring continued investment into their estate to reduce their emissions and work with them on the electrification of their fleet.
Equans is at the start of a 5-year facilities contract, to deliver standard facilities services; technical building services, energy management and cleaning janitorial routines and uses Equans’s energy platform; C3NTINEL, to monitor and identify ongoing energy savings.
What is the Investment Required?
Through our close work with the customer we agreed a £1m variation to provide programming oversight, between August 2020 and March 2021, for the identification of zero carbon and backlog maintenance works.
In addition to the programme oversight, HMCTS has commissioned around £40m of project works with Equans, split between Zero Carbon projects and backlog maintenance works.
The projects are focused on heating and cooling upgrades, BMS replacements and lighting replacement to LED as well as replacements of fire and security systems, roofs and windows. In addition to these projects the customer is also separately tendering for solar PV and EV charging which Equans are pursuing via a separate, public procurement route.
Project Contract Financials
For the core services, the value is £25m per year, with around £40m per year of projects created through these works.
What is the value/quantum of carbon reduction?
The annual carbon savings are estimated to be in the region of 6,000 tonnes of CO2e.

Socioeconomic Benefits
There is a strong emphasis on creating jobs (inside and outside of Equans), utilising UK based companies in our supply chain and engaging with Small to Medium Enterprises for the provision of goods and services.
Next Steps
The programme of activity commenced in August 2020 with the planning and development of around 400 schemes. The first schemes are due to commence in October and will run through to March 2021.
