PAS 2030:2019 sets a framework for the installation, handover and commissioning of high-quality retrofit works across both public and private sector housing markets.
Working in collaboration with the other strands of the PAS 2035 framework, every property should be receiving a high standard of energy efficiency installation, working towards better thermal performance and reduced energy usage.
Every measure delivered by Equans under PAS 2030:2019 must be accompanied by compliance documentation. This documentation typically includes details of design, competency of operators, testing and inspection, warranties and guarantees.
Upon completion of the measures, compliance documentation is requested by a suitably qualified Retrofit Co-ordinator, and then lodged against the property using the Trustmark Data Warehouse. Moving forwards, any funding attributed to the delivery of measures will not be released to the relevant authority or customer until evidence of compliance has been lodged.

Contractors that carry out retrofit work across both public and private sectors.
PAS 2030:2019 compliance is mandatory on all Social Housing Decarbonisation Fund and Green Homes Grant Local Authority Delivery schemes. It is also a requirement for Energy Company Obligation works within the private sector.
What emissions does PAS 2030 cover?
PAS 2030:2019 includes for 25 energy efficiency measures which are broken down into the following annexes:
- Building Fabric Measures (BFM) including insulation, glazing, and doors
- Building Services Mechanical (BSM) including boilers and heating systems
- Building Services Electrical (BSE) including lighting and lighting controls
What is the PAS 2030:2019 process?
PAS 2030:2019 framework consists of four certification checks related to specific measures and business operations:
- Registration of measures – Equans must register all measures it intends to deliver under its PAS 2030 installer certification.
- Site audit of measure – The certifying organisation must audit Equans on its ability to deliver compliant measures reviewing paperwork and testing technical requirements against delivery.
- Annual business audit – Each year, Equans must provide evidence of quality management systems, safety protocols, financial information and PAS2030 management processes to satisfy auditors on its capability to manage certification.
- Annual site audit – Equans will provide details of all completed PAS2030 measures across all sites with the certifying organisation undertaking sample audits on technical compliance with the framework
How is the scheme monitored and validated?
The scheme is mandated by Trustmark with verified certification bodies undertaking PAS 2030:2019 annual audits each year to confirm compliance with the standards set out in the framework.
